Type "all" in the search filter for all available servers.

By default, empty servers with 0 players are excluded due to a sheer amount of them being seemingly fake servers. If you check this box, empty servers will also be included in the search results. Note: Steam only returns a maximum of 10 000 (ten thousand) servers in one request. If you choose to include empty servers, it's highly likely that you'll be missing other servers you'd otherwise see.
